The Provisional Regulation regards all enterprises, institutions, organizations irrespectively of the form of property and departmental affiliation and foreign juridical persons (water users) that use water basins of the federal property (except for groundwater areas) in connection with the dislocation of ground soil, extraction of non-metallic minerals from underwater sand-pits and the burial of soil in the underwater dumps.
