The purpose of this Act is to create the Palau International Coral Reef Center as a self-sustaining, non-profit coral reef center and marine park that will provide a forum for coral reef studies, research and education. The Center is established as a nonprofit public corporation which shall operate in the form and manner prescribed by this Act. To achieve the purposes and subject to the other provisions of this Act, the Center shall possess and exercise the powers through its Board of Directors
