Part II concerns the administration of the Act. A Commissioner for Petroleum Affairs, a Chief Inspector of Petroleum Affairs, and designation other officers shall be appointed by the Minister under section 3. General powers of Commissioner and Chief Inspector are defined in section 4. Section 8 defines the functions of the National Petroleum Corporation of Namibia. The Minister shall enter into petroleum agreements with persons who are not holders of exploration licences pursuant to section 13.
