The provisions of the present Law and all resulting Ordinances apply to the harbour of Hamburg. As far there is no other regulation they are also applicable to bordering waterways. The first Part of the text deals with general provisions, such as sphere of application, definition of terms, applicable provisions, and public services vehicles.
