President decrees to establish that the functions of authorized institutions as regards implementation of the provisions of the Law on soil fertility carry out the President, the Cabinet of Ministers, State Land Committee, State Committee on Ecology and Nature Management, State Committee on Geology and Mineral Resources and the Ministry of Agriculture.
