The Presidential Decree establishes that the authorization for manufacturing, export, import, storage, wholesale and retail trade of alcoholic drinks (except for vending through public catering facilities) shall be granted exclusively to legal persons. The Presidential Decree consists of 8 Chapters dealing with: (a) general provisions (Chapt. 1); (b) licensing (Chapt. 2); (c) technical requirements for the manufacturing of alcoholic drinks (Chapt. 3); (d) declaration of the output and trade of a
