Presidential Decree No. 23 “On federal executive bodies responsible for safe marine navigation.

This Presidential Decree establishes that the Ministry of Transport shall be responsible for safe navigation in protection zones nearby artificial islands, installations and construction located on the continental shelf of the Russian Federation.
