The President decrees to subordinate the State inspection on small-size vessels to the Ministry on Emergency Situations and establish the following plenary powers of the State inspection: (a) supervision over safe navigation of small-size vessels; (b) state registration, classification and certification of small-size vessels; and (c) training and checking of knowledge and competence of citizens related to rules of guidance and navigation of small-size vessels.
