The President, with a view of increasing the number of private smallholding, peasant farms, and farming enterprises engaged in animal production, and primarily cattle, decrees that Central Bank and the Ministry of finance must grant purposeful credits on preferential terms to citizens for animal production, primarily cattle raising. The aforesaid credits must be allocated through commercial banks with guarantees by the bodies of local self-government.
