President decrees to establish that the functions of authorized institutions as regards implementation of the provisions of the Law on subsoil carry out State Committee on Geology and Mineral Resources, State Committee on Survey over Safe Execution of work in Industry and Mining Survey and, to some extent, within its sphere of competence, the Cabinet of Ministers.
