These Regulations are formulated in accordance with article 60 of the Prevention of Marine Pollution Act. Article 2 establishes the duties of the Responsible Agency for these Regulations at the central government level. Article 3 establishes the duties of the Responsible Agency for these Regulations at the provincial (or municipal) level or at the county (or city) government level.
