This Act creates the framework and regulates in detail the protection of rights relating to the breeding of new varieties including the conservation, selection and improvement of farmers' varieties. For this purpose and the purpose of promotion of breeding an Authority and a Fund are established, and the creation of a special tribunal foreseen.
