This Provisional Instruction establishes administrative liability for the infringement of land legislation (legislative provisions related to land tenure, land survey and land cadastre). It shall be applicable to all natural and legal persons, including businesses with foreign investments, which are owners, tenants or leaseholders of plots of land.
