These Provisions are enacted to improve the technical level of marine fishing crew, ensure the safety of navigation and production of fishing vessels and protect the marine environment. The Provisions consist of 51 articles. The Provisions stipulate the examination, issuance and management of the Competency Certificate for Duty Seafarers of Fishery Vessels obtained by the crew of Chinese marine fishery vessels and the crew of Chinese nationality working on foreign fishery vessels.
