Recommendation 14-08 builds on Recommendation 12-07 (which establishes minimum standards for the conduct of inspections in ports) by establishing a Monitoring, Control, and Surveillance Fund (MCSF). Funds from the MCSF shall be used to provide technical assistance to port inspectors and other relevant enforcement personnel from developing Contracting Parties and Cooperating Non-Contracting Parties, Entities, and Fishing Entities (CPCs).
