This Act introduces a duty to report on the recycling of used material, and in particular scrap-metal, so as to strengthen control on the recycling business by the Government. This measure should reduce crime-related transactions in the recycling sector. The duty to report is imposed on persons operating a recycling business. Reporting shall be done to the Department of Commerce.
