The amendments regard the fact that the territorial authority is in charge of the management and planning of water resources. Groundwaters of the Appennino are considered a resource and a strategic regional reserve and for this purpose they shall be preserved. Groundwater may be used only in case of emergency and deep water shortage and an environmental impact assessment shall be previously undertaken. (2 Articles)
