The present Regional Act, which consists of 3 Chapters, provides for the establishment of the Regional Agency for Rural Development (ERSA), which shall operate at the regional level to prompt the development of research, experimentation, technological modernization, training and information in the field of agriculture. Chapter I of the Act defines the powers and duties which shall belong to the ERSA. Chapter II deals with its financial management.
