With a view to ensuring balance between fishing efforts and availability of marine biological resources, the Regional Counsel of Environmental Protection shall adopt, on the basis of scientific research, a repopulation programme to be implemented throughout the coastal zone. The programme shall envisage technical interruptions of fishing activities during certain periods. These measures shall be accompanied by the setting up, by Decree, of zones of biological protection.
