This Regional Act aims at implementing the principles laid down in the Kyoto Protocol and in European Community Directive 2003/87/EC establishing a scheme for greenhouse gas emission allowance trading. It authorizes the regional authority to conclude agreements with authorities and territorial entities from developing countries.
