This Regional Decree shall be applicable either to inland fisheries or to coastal zone of the Caspian Sea where artisanal and sport fishing shall be granted to all citizens free of charge, except for waterbodies allocated for paid licensed fishing where it shall be carried out in accordance with fishing licences issued for fee.
