Individual personal needs of the population related to timber procurement shall be considered request for timber for housing construction and for fuelwood for residential heating. Authorization for timber extraction shall be issued by forest districts (forest officers) within available timber extraction amount. Timber extraction shall e authorized for payment in accordance with purchase and sale contract of forest species.
