This Regional Law establishes that legal persons and individual entrepreneurs performing industrial water uses (excluding groundwater sources, medicinal water, mineral water and water used for thermal energy generation) and industrial water abstraction shall be subject to mandatory payment of water charges. It shall be applicable only to surface water. Calculation of rates of water charges shall be based upon one thousand cubic meters used as basic calculation unit.
