The scope of this Regional Law shall be delimitation of plenary powers between state bodies in the sphere of freshwater management and protection. Regional Administration shall exercise the following plenary powers: (a) validation of long-term specific programs for water protection and water management; (b) approval of normative legal acts regulating navigation; (c) state supervision and control over management and protection thereof; (d) validation of navigation rules; (e) establishment of wate
