This Regional Law establishes the conditions for the formation of ecological culture of the population. Basic principles shall be as follows: (a) efficiency, consistency and complexity of ecological education and formation of ecological culture of the population; (b) coordination of ecological education by local government;(c) combination of social initiative and state support; (d) accessibility of ecological education; (e) openness of ecological information; and (e) regional orientation of ecol
