This Regional Law establishes plenary powers of state bodies in the sphere of energy saving and improvement of energy efficiency. Regional Government shall carry out the following plenary powers: (a) implementation of state policy in the sphere of energy saving and improvement of energy efficiency; (b) law-making in energy sector; (c) validation of mandatory arrangements for energy saving and improvement of energy efficiency; and (d) law enforcement in energy sector.
