The scope of this Regional Law shall be to protect the population against diseases common to animals and human beings, processing of safe animal products, prevention of the outbreak and spreading of infectious and mass non-infectious animal diseases. It establishes plenary powers of regional state bodies in the sphere of ensuring epizootic, veterinary and sanitary well-being by means of: (a) protection of the regional territory against introduction of infectious animal diseases common to animals
