This Regional Law establishes organizational and legal norms for the protection of the population and territory, including land area, air area and environment, against natural disasters, technological accidents and other emergencies, and establishes plenary powers and responsibility in the sphere of prevention of the aforesaid disasters and accidents and mitigation of the consequences thereof.
