This Regional Law regulates relations concerning management, protection, conservation and reproduction of forests, either pertaining or not pertaining to forest fund, and also unforested land of forest fund. All the forests, except for urban forests, and unforested forest fund land shall form forest fund. Boundaries of forest fund shall be determined through separation of forest fund land from other categories of land. Forest fund and forests of defence shall pertain to federal (public) property
