The scope of this Regional Law shall be delimitation of plenary powers between state bodies in the sphere of water management. Regional Administration shall exercise the following plenary powers: (a) validation of long-term specific programs for water protection and water management; (b) approval of normative legal acts regulating navigation; (c) validation of the list of waterbodies subject to state supervision and control over management and protection thereof; and (d) prevention of negative i
