This Regional Law establishes that legal persons and individual entrepreneurs performing industrial water uses and industrial water abstraction shall be subject to mandatory payment of water charges. Payment shall be required for real volume of water abstraction. It shall be applicable either to surface water or to groundwater sources. Calculation of rates of water charges shall be based upon one thousand cubic meters used as basic calculation unit.
