Pursuant to article 52 of Regional Act No. 26 of 2003, there are hereby established rules governing the use of surface waters, groundwater and domestic waters, as well as the reuse of water resources with a view to ensuring its rational exploitation. The use of such waters shall be subjected to the issue of special concessions.
