This statutory measure requires specified persons in the cotton business to register with Cotton South Africa. The measure shall apply to: persons who produce seed cotton; persons who are parties to the purchase of seed cotton from producers; persons who process seed cotton; persons who are parties to the purchase of cotton lint from producers or ginners; and persons who import or export cotton.
