This Regulation concerns the licensing of facilities for cultivating seed, seedling, sapling, shoots, slips, shoot tips, roots, bulbs and other reproduction materials for marketing purposes. Individuals and companies must apply to the competent provincial agricultural directorates to obtain the Plant Cultivating Licence. The Regulation specifies the minimum requirements for licensing tubaceous saplings, seedlings and ornamental plants. It establishes that licences for open air sapling production
