This Regulation lays down rules the criteria for marketing fodder plant seeds, their categories, identity and quality, packaging and labeling, certification procedures, the criteria for storage, acquisition of samples for certification testing, testing procedures, and the comparative evidence used for the inspection of fodder plant seeds that enter the market. The Regulation is partially approximated with European Council Directive 66/401/ECC.
