The purpose of these Regulations is to protect and improve the ecological environment in the source areas of rivers, and promote the sustainable development of the economy and society. The Regulations consist of 42 Articles divided into 6 Chapters: General Provisions; Environmental protection and improvement; Prevention and control of environmental pollution; Supervision and Inspection; Legal liability; Supplementary provisions.
