The objectives of these Regulations are to strengthen the management of the Da Qing Shan National Nature Reserve, protect the biology diversification and maintain the regional ecological safety. The Text consists of 5 Chapters: General provisions (I); Planning and protection of resources and the environment (II); Utilization and management of resources (III); Legal liabilities (IV); Supplementary provisions (V).
The department of environmental protection of Inner Mongolia Autonomous Region shall be responsible for the comprehensive management of the Da Qing Shan National Nature Reserve (art.7). The competent forestry authority of the Autonomous Region shall formulate the overall planning of the reserve in collaboration with the relevant departments and the local people s governments (art.11). The local forestry authorities at or above county level shall strengthen prevention of forest fire, pest control and water conservation work, establish forest fire and wild animal disease monitoring and forecasting system and emergency plan (art.16). The remaining articles of these Regulations make provision, inter alia, for the core area, the buffalo area and the experimental area, the compensation for protection of the wild lives, the activities or projects which are forbidden in the reserve, the measures to be taken for protection, supervision and inspection, offences and penalties.
