These Regulations continue to prohibit a person from engaging in the seed industry unless the person has been registered by the Scottish Ministers. New provision is made to request the termination of registrations and allowing a crop inspector to apply to the Scottish Ministers to have his or her licence varied. The Scottish Ministers have power to suspend or revoke the licence. The Regulations also continue arrangements to license seed samplers. The Regulations further provide for the licensing
