This Act prescribes various requirements regarding sea-going vessels and its crew, with a view to safety, the prevention of collisions and the prevention of marine pollution. Licensing officers, who shall be public officers, may be appointed to grant licences and certificates under the terms of this Act and districts may be assigned to such licensing officers.
