These Regulations of the Sindh Irrigation and Drainage Authority provide for the creation of Farmer Organizations, their functioning, jurisdiction, membership, etc. The Authority may create Farmer Organizations for irrigation purposes in certain areas subject to article 2. The Farmer Organizations may form sub-organizations for a part of a distributary (defined by the Sindh Irrigation and Drainage Authority Act) in accordance with coma 3 of article 2. Membership shall be open to all farmers (art
