This Act is enacted to prevent soil and groundwater pollution, to ensure sustainable use of the land and groundwater resources, to improve the living environment, and to enhance public health. It consists of 8 Chapters divided into 51 articles. Article 2 gives definitions of the terms used in this Act, e.g. soil pollution, groundwater pollution, pollutants, polluter, soil pollution monitoring standards, etc. The Act establishes the prevention and redemption measures in Chapter two, the investiga
