The purpose of these Technical Policies is to guide the technological development for the disposal of urban consumer waste and to prevent and control pollution by enhancing the level of the Municipal Refuse disposal. Refuse means solid wastes from urban everyday life. These policies treat matters related to reducing refuse, actively developing the comprehensive utilization of refuse, collecting and transporting refuse, sanitary landfill disposal, incineration disposal and compost disposal.
