This Order specifies that all the provisions of the Town Planning Act, as amended, with the exception of section 7 thereof, shall apply to the Out Island districts and parts of districts which are specified in the Schedule to this Order. There shall be a local committee for each of the districts or parts of districts specified in the Schedule to this Order. The committees shall have and exercise powers and discharge the responsibilities of the Town Planning Committee constituted under section 4
