Every person who: (a) keeps any live turtle out of water during any period exceeding 72 hours or causes any live turtle to be so kept out of water or in any other manner causes unnecessary suffering to such turtle; (b) sells, exposes for sale or export or causes to be sold or exposed for sale or export any turtle which has been embalmed by means of injection of formol or any other preservative substance; (c) digs up or takes the eggs of any turtle or kills or takes any turtle while it is out of
