The purpose of this Act is to establish: (1) veterinary compliance criteria in relation to animals, animal products and feed in terms of safety; (2) the level of quality in laboratory testing and reporting, and diagnostic procedures; (3) additional rules to protect animals; (4) rights and duties of keepers and traders of animals, persons responsible for the load, operators of food production and distribution of food, holders of the collection, processing, treatment and disposal of animal byprodu
