This Act provides the organisation of waste management, requirements for preventing waste generation and the health and environmental hazards arising from waste, including measures for improving the efficiency of the use of natural resources and reducing the adverse impacts of such use, and liability for violation of the established requirements. This Act regulates handling of packaging waste insofar as this is not regulated by the Packaging Act. The Act further provides for waste management planning; special conditions for handling hazardous waste; waste handling organised by local governments; waste permits; hazardous waste management licence; special conditions for collection of waste metal; transboundary movement of waste; maintenance of records and reporting; state supervision; and liability.
This Act provides the general requirements for preventing waste generation and the health and environmental hazards arising therefrom, for organizing waste management with the objective to reduce the harmfulness and quantity of waste, and liability for violation of the established requirements.
