The purpose of this Act is to secure the safety and order of water-related leisure activities and to promote the sound development of water-related leisure business. For the purpose of the present Act the term "water-related leisure activities" means activities performed for hobbies, recreation, physical exercise or education using leisure watercrafts on the water. Article 28-2 lays down provisions relating to the establishment of the Korea Water-related Leisure Activity Safety Association which
