These Regulations provide rules for an agreement in writing between a water services authority and a water services provider in terms of which the water services provider is to provide water services with or without capital investment. The contract shall be consistent with the main objects of the Act as determined in section 2 of the Act and provisions of the Local Government: Municipal Systems Act. Furthermore the contracts shall: describe the scope of the water services to be provided by the w
