This Order provides for the creation of pilot schemes (referred to throughout this Order as "ERP pilot schemes") in order to test modes of electronic submission for route plans required under article 13 of the Welfare of Animals (Transport) Order 1997 (S.I. 1997/1480, which implements Council Directive 91/628/EC as last amended by Council Directive 95/29/EC. The Order extends to England only (art. 1(2)). This means that it will apply only to route plans for journeys starting in England which are
