An Act to make provision for the protection of whales as defined in section 3 in any waters or place beyond the outer limits of the exclusive economic zone insofar as Australian citizens domiciled in Australia, Australian aircraft and Australian vessels and the members of the crew of Australian aircraft and Australian vessels are concerned; the Act applies in Australian waters in relation to all persons, aircraft and vessels, including foreign persons, foreign aircraft and foreign vessels.
